Actually, I've heard rumors that Rufus ShinRa was the one that secretly funded Avalanche at first, providing the seed money needed in order to cause dissent enough that he might overthrow his father. Of course, it's probably only a rumor, and probably not true. But it does have some merit. Rufus, before Meteor, was ruthless and power-hungry. Even after Meteor, even after learning his lesson, he still strove to gain what power he could while still paying back his debts to the Planet.

Something to consider at least, right?

Nice theory ShinRa Reno, that seems a bit plausible, but at the same time highly unlikely, why pay someone to destroy your money makers especially when they probably cost TONS and TOOONNNSSS of Gil to rebuild? (not that Shinra doesn't have that...)

Anywho I've gotta agree with the Seventh Heaven thing or the fact someone pays them before their jobs, they've gotta get the request from SOMEWHERE right?

Yup, that explains why you have to explain materia to Barret when you join them, because he forgot how to use it while leveling it up. I think not.

I highly doubt that a) Barret would register as a citizen to even get the welfare, and b) Shinra would dish out cash to the slums. Like they care about the slums, maybe for the people living on the plate.

A doubt that a bar, no matter how big the girl's rack is, could make enough money to fund a terrorist group.

Rufus Shinra, on the other hand, is a fantastic theory. You'll notice how he didn't care his father was dead. Also, Rufus was simply the lucky one. Old pres. Shinra had an illegitimate son, Lazard. You figure this out in Crisis Core. No one liked that old man. In the brutal political world they had going, it doesn't surprise me at all that Rufus would fund a terrorist group to take out his father.

But I don't think Rufus funded Barret at all. Here's a cool little fact I betcha didn't know. Originally, the terrorist group AVALANCHE had much more sinister intentions than the one we know. Their leader was Elfe, daughter of Verdot (leader of the turks at the time). She was strong willed enough, but Fuhito, the group's scientist, embedded in her the Zirconaide materia, which was meant to destroy the the world. All of this stuff takes place in the Before Crisis mobile game released in japan.

Barret probably got his money from whatever was left of the previous avalanche, from what the bar could muster, donations from anti shinra sentiments who didn't want to get their hands dirty, and monsters that dropped gil. (Because it totally makes sense for a random monster to be carrying money).
