This info is from Final Fantasy Wiki (I can't post all the info because the chart doesn't show up properly on the forum):

A Desperation Attack is a special attack unique to each character in Final Fantasy VI. When a character is in Critical Status, there is a 1 in 16 chance that the character will perform this move when he or she uses the Fight command. A character would automatically enter Critical Status when their HP drops to 1/20 of their max. It is important to note that Strago Magus and Gogo can achieve Critical Status without losing their HP. If the enemy has 1/20 of its max HP remaining, Strago and Gogo can use Rippler to retrieve it (see Rippler Bug for more information). All Desperation Attacks are unblockable and defense ignoring. Each character's Desperation Attack is as follows:

Character: Terra
D. Attack: Riot Blade
GBA Name: N/A
Effect: Deals Magic Damage to one enemy

Character: Locke
D. Attack: Mirager
GBA Name: Mirage Dive
Effect: Deals Magic Damage to one enemy

Character: Celes
D. Attack: Spin Edge
GBA Name: Spinning Edge
Effect: Deals Magic Damage to one enemy

Character: Edgar
D. Attack: Royal Shock
GBA Name: N/A
Effect: Deals Magic Damage to one enemy

Character: Sabin
D. Attack: Tiger Break
GBA Name: N/A
Effect: Deals Magic Damage to one enemy

Character: Shadow
D. Attack: Shadow Fang
GBA Name: N/A
Effect: Deals Magic Damage and puts Sap on one enemy

Character: Setzer
D. Attack: Red Card
GBA Name: N/A
Effect: Deals Magic Damage to one enemy

Character: Mog
D. Attack: Moogle Rush
GBA Name: N/A
Effect: Deals Magic Damage to one enemy

Character: Strago
D. Attack: Sabre Soul
GBA Name: N/A
Effect: Insta-Death on one enemy (unless immune)

Character: Relm
D. Attack: Star Prism
GBA Name: N/A
Effect: Insta-Death on one enemy (unless immune)

Character: Cyan
D. Attack: Back Blade
GBA Name: Tsubame Gaeshi
Effect: Deals Magic Damage to one enemy

Character: Gogo
D. Attack: X-Meteo
GBA Name: Punishing Meteor
Effect: Deals Magic Damage to one enemy (can only be used if Gogo has Fight Command)

Gau and Umaro do not have one since they don't have a Fight Command

I've only ever got Terra's and Locke's desperation attacks, often come up as lifesavers on bosses if i'm staying weak for the stronger espers.
