What do job cards do?

They are Key Items in your Item Folder. They allow you to append signatures to your Mognet Mail - such as, "Master Onion Knight" or "Master Black Belt". Whomever receives mail with these signatures will then be able to receive the Ultimate Item from the Master Blacksmith for the respective job class w/o actually leveling up that job class to lvl 99 themselves.

You get them by leveling a particular job class to lvl 99, then talk to the Master Blacksmith. She'll give you the card along with ultimate item for that job class.

and how do you "send" it to other people?

Once you have the Job Card, try to send a Mognet message. It will automatically ask if you want to append a signature.
